Despite lingering tensions, relations between Japan and China have stabilized in recent years. In late 2018, Abe traveled to Beijing for a state visit with President Xi Jinping, the first of its kind since 2011. In the same year, countries set up a military emergency number to prevent maritime accidents and agreed to hold regular meetings between defence officers. The Philippines ratified the Treaty of San Francisco on July 16, 1956, after signing a reparation agreement between the two countries in May of that year.  Indonesia has not ratified the San Francisco Peace Treaty. Instead, on January 20, 1958, it signed a bilateral reparation agreement and a peace treaty with Japan.  A separate treaty, the Treaty of Taipei, officially known as the Japanese Peace Treaty, was signed on April 28, 1952 in Taipei between Japan and the ROC, hours before the San Francisco Treaty came into force, also on April 28.   The seemingly illogical order of the two contracts is due to the difference between time zones. Article 3 of the treaty left the Bonin Islands and Ryukyu Islands, including Okinawa and the Aamami, Miyako and Yaeyama Islands, under possible U.S.
tutelage. While the treaty proposed that these territories become trustees in the United States, this option was ultimately not pursued. The Amami Islands were finally repatriated to Japan on 25 December 1953 and to Japan on 5 April 1968.  In 1969, negotiations between the United States and Japan allowed the transfer of authority over the Ryky to Japan in 1972. In 1972, the “rykys” were “reversed” by the United States, with the resignation of control of the neighbouring Senkaku Islands.  The People`s Republic of China (PRC) and the Republic of China (ROC) argue that this agreement did not determine the final sovereignty of the Senkaku Islands. The Trump administration has made a similar strategic adjustment with its “Free and Open Indo-Pacific” strategy, which analysts say is a recognition and response to China`s ambitions. The strategy includes maintaining peace and the rule of law, strengthening freedom of maritime navigation, respecting national sovereignty and protecting open markets.
Japan and the United States reaffirmed their commitment to these principles in a joint statement in April 2019 [PDF]. The United States also insisted on a security agreement being re-rebuilt with Australia, India and Japan, known as quad bikes, and approved $1.5 billion a year for programs in Asia. The United States and Japan have also begun negotiations for a free trade agreement. The risk of conflict between the United States and Japan, particularly via China, has led the two governments to negotiate again. In the 1917 Ishii Lansing Agreement, Foreign Minister Robert Lansing acknowledged that Manchuria was under Japanese control, while Japanese Foreign Minister Ishii Kikujiro agreed not to deny U.S. trade opportunities in other parts of China.
